Being water-filled, SURGE produces a dynamic-fluid resistance for an unbalanced, unstable condition that causes the body to constantly adapt to resist and control the unpredictable shifting water. When moved, the mass of the device invariably shifts, which is more unstable than a traditional barbell or dumbbell.
